Abstract

Law No. 13,019/2014 authorizes the transfer of funds from parliamentary amendments to projects developed by social organizations. In this case, there is no need for a public call to select projects. The parliamentarians themselves determine which projects will be awarded the funds. From 2015 to 2022, UNIRIO received a significant volume of parliamentary amendments for this purpose. UNIRIO's role was to sign agreements, transfer funds, and receive financial reports. The objectives of this report are to analyze the expenses paid with parliamentary amendments and agreements of the 69 Public Federal Universities from 2015 to 2022; compare UNIRIO's expense situation with other IFES (Federal Higher Education Institutions); and study the transparency of agreements signed by UNIRIO.
